Xbox and GTA VI streaming: what was reported and what Xbox denied

A report said Xbox had exclusive GTA VI streaming rights. Xbox says it is neither exclusive nor coming to PC. What is left standing.

Credible rumour Unconfirmed, but carried by credible journalism.

For about an hour on 6 October it looked as if PC players had a way into Grand Theft Auto VI at launch. The Verge reported that Xbox had secured exclusive game-streaming rights to the game; Xbox’s chief strategy officer then said that was wrong on two counts.12

This article sets out a report and a denial. We have read the coverage listed below; we have not seen Matthew Ball’s post itself or heard the staff meeting it stems from.

What was reported

The Verge said Xbox CEO Asha Sharma told employees at an all-hands meeting that Microsoft was preparing to do something around GTA VI that “no other platform holder is doing”.3 Citing sources familiar with Microsoft’s plans, it said the remark was about a deal that lets Xbox Cloud Gaming stream the game at launch, for a period that is not known.1

Other outlets took the next step. Kotaku wrote that no other cloud service would have the game and that PC users would be able to stream it.4 Rockstar has not announced a PC version, which is why that detail travelled so fast.5

What Xbox said

Kotaku quotes Ball’s reply: “We are looking forward to launching GTAVI on XBOX November 19, though the game will not be streaming exclusively or to PC.”2 The Verge has since added a correction to its article saying the deal is not exclusive and the game will not be streamed to PCs.6

Where each claim stands

Claim Status
Xbox has some form of GTA VI streaming arrangement Reported by The Verge from unnamed sources; not denied in Ball’s quoted statement12
The arrangement is exclusive to Xbox Denied by Xbox; corrected by The Verge26
PC players can stream the game at launch Denied by Xbox; corrected by The Verge26
Streaming is limited to Xbox consoles The Verge’s reading of the denial, not something Xbox has said7
Rockstar has announced a streaming deal It has not, with any provider8

Eurogamer’s account is useful here: it describes the exclusivity as something the original report inferred from Sharma’s remark.9 IGN says it has asked both Rockstar and Xbox for comment.10

Context

Xbox’s cloud service is changing at the same moment. Eurogamer reports that Game Pass members are now capped at 15 hours of cloud play a month on the top tier, that a standalone paid version of Xbox Cloud Gaming for games you already own arrives in November, and that a free ad-supported tier is in testing.11 The Verge describes the November launch as a pay-as-you-go option.12

IGN adds two pieces of background. PlayStation holds the marketing rights to the game.13 And this is the second time in a short while that Ball has publicly disputed a Verge report about GTA VI on Xbox; the earlier one concerned pre-orders.14

What we don’t know

Ball’s sentence rules two things out and rules nothing in. It does not say whether GTA VI will be available through Xbox Cloud Gaming at all, on which devices, or on what terms. The idea that streaming will be limited to consoles is a deduction from what he denied.

We also do not know what Sharma was referring to when she spoke to staff. If it was not an exclusive streaming deal, the thing that “no other platform holder is doing” is still unannounced.

Why it matters

For anyone hoping to play on a PC in November, the practical position is unchanged: no way to do it has been put forward by Rockstar or Xbox.86

The useful lesson is about the chain of inference. A remark in a staff meeting became a sourced story, which became “exclusive”, which became “playable on PC”, and the last two links broke within hours. Until one of the two companies describes the arrangement, treat the remaining link as unproven.
